Augustine Shio

Mr. Augustine Shio is an internationally recognised criminal law expert with over 30 years of experience advising and assisting both individuals and multinational corporations on a wide range of white-collar crimes, including money laundering and tax evasion. Mr. Shio also specializes in private investigations and forensics.

Having held several positions in the public sector, he served as Principal State Attorney at the Attorney General's Chambers, Legal Advisor at the President's Office (Commission for Enforcement of the Leadership Code) as well as Director of Legal Services and Complaints at the Ministry of Home Affairs. Mr. Shio retired as Deputy Director of Public Prosecutions.

Throughout his illustrious career, he has represented numerous clients in major plea-bargaining negotiations. In Tanzania, he is particularly acclaimed for reaching stunning plea deals on behalf of both locals and expatriates charged with money laundering, cybercrimes, as well as economic and organized crime. Mr. Shio also consults and assists criminally charged individuals to secure pre-trial and post-trial bail on serious criminal charges.

Mr. Shio is a recipient of the Presidential Medal for his distinctive public service, ethics of the highest order and aptitude in handling complex criminal cases.

As a certified criminal law expert in money laundering and terrorism, he holds a bachelor’s degree from the University of Dar es Salaam as well as a Certificate in Criminal Justice and Treatment of Offenders from the United Nations Institute in Fuchu, Japan. His professional associations and memberships include the Tanganyika Law Society and the East Africa Law Society.

Dr Wilbert Kapinga

Dr. Wilbert Kapinga has over 20 years of experience advising domestic and international financial corporations on regulatory, corporate, and transactional matters. He has significant dispute resolution experience, banking, finance as well as M&A expertise. Mr. Kapinga has advised on numerous finance, public private partnership (PPP) and infrastructure development transactions. He has also supported several multinational mining companies as well as oil and gas exploration companies with operations in Tanzania.

Dr. Kapinga is ranked Tier 1 in General Business Law by Chambers & Partners. His expertise is similarly commended by Legal 500 and IFLR1000 who list him as a leading corporate lawyer in Tanzania.

He is a full member of the Tanzania Institute of Arbitrators and an accredited mediator, negotiator and arbitrator in Tanzania. Dr. Kapinga has acted as arbitrator in several domestic disputes and as an advocate in numerous domestic and international arbitration disputes, the latter involving ICSID, ICC and UNICTRAL rules of procedure. He has also appeared as expert witness on Tanzania law on an international arbitration challenge before the Swedish Court of Appeal. He is a contributor to many Global Arbitration Review publications and co-author on chapters detailing enforcement of foreign arbitral awards.

Prior to entering private practice, Dr. Kapinga was a Senior Lecturer and Dean of the Faculty of Law at the University of Dar es Salaam where he was a member of the teaching and research staff for seventeen years.

Dr. Kapinga holds master’s degrees in law from both the University of Dar es Salaam and Columbia University in New York, as well as a Doctor of Philosophy degree from Northeastern University in Boston, USA. He is a member of the Tanganyika Law Society, Law Association of Tanzania, International Third World Legal Studies Association, African Society of International and Comparative Law as well as of the East Africa Law Society, where he served as President from 2010 to 2012.

WILLIAM F. LYONS JR

Bill is a pioneer in compliance and risk management. A graduate of the University of Cambridge’s Institute of Sustainability Leadership (where he is now a tutor), Bill has an extensive background in corporate social responsibility and ESG risk management. He has advised insurance companies, governments, and private corporations across the globe regarding compliance and risk management matters. Bill is the founder and Chief Executive of the Fort Hill Companies LLC based in Boston, Massachusetts, USA. Bill served in the United States Army, retiring after 31 years in the rank of colonel. His final assignment as the Deputy Director of Logistics for the US Army Corps of Engineers.

MILES DONNELLY

Miles has over thirty years of experienced gained across a broad spectrum of industries with a focus on energy and construction in Africa and the Middle East. He was founding partner of Aurelian Oil and Gas in 2002 and managed the refinancing of Mediterranean Oil and Gas in 2012 as a Board Member. Miles has considerable experience with large-scale construction projects; as Deputy Chairman of Africa Cargo Handling until 2001 he was responsible for the financing, construction and commissioning of a $25mn high-tech cargo terminal at JKIA Nairobi airport. He has been previously served on boards such as The Africa Resource Group, Mina Corp Africa and Kenana Distributors. Miles lives in the United Kingdom.
